Research, technical writing and review are separate controls.
Research verifies technical, regulatory and standards claims against identified authorities. Technical writing explains the system progressively and connects theory to decisions. Editorial and technical review challenges terminology, assumptions, diagrams, citations and readability for engineering and management audiences.
Every edition identifies its authorship status, limitations, authority level, revision history, suggested citation and review-before-project-use boundary. A named independent technical reviewer must still be recorded before any paper is represented as externally peer reviewed.
