AMPERE is Metro Power’s decision-gated, technology-neutral framework for deciding whether, where, how and how fast a Philippine utility or electric cooperative should invest in Advanced Metering Infrastructure, and for operating it well once installed.
What the framework covers
Installing smart meters is one part of AMI. The program becomes useful when communications, the head-end system, meter data management system, billing, VEE, cybersecurity, field operations, consumer service and governance work as one accountable system.
AMPERE organizes that transformation into six stages with five formal decision gates and an annual Evolve review. Each formal gate states the evidence required, who owns the decision and which outcomes are allowed.

THE FRAMEWORK IS BUILT TO DECIDE
These principles are conditions of the framework, not preferences.
Meters, networks, software, integration, processes and people must work together.
Geography, network topology, consumers, existing systems, capability and finances decide the fit.
A pilot tests stated hypotheses against criteria agreed before it starts.
Clear ownership and decision rights determine outcomes more often than product features.
Operation, maintenance, security, firmware and renewal are planned before scaling.
Every data stream links to a named decision, owner and measurable outcome.
Accurate bills, transparency, fair treatment and protected personal data are requirements.
Open standards, data portability and contractual protection reduce lock-in.
ADOPTION, LICENSE AND INDEPENDENCE
AMPERE may be referenced, adapted or reissued under the terms in Section 30.4. Every gate decision remains with the utility.
AMPERE has been benchmarked against recognized frameworks and reviewed for internal consistency. It has not yet been applied end to end in a utility program or subjected to public consultation. Its numeric defaults are provisional.
Metro Power grants every utility, Adopting Body and other user a perpetual, irrevocable, worldwide, royalty-free, non-exclusive license to use, reproduce, translate, adapt, publish and distribute the Protocol and Toolkit, in whole or in part.
Attribution, identification of changes, use of the AMPERE name and no-resale conditions apply. The material is provided as is, without warranty.
